Three Seas Initiative Investment Fund
The Three Seas Initiative Investment Fund (3SIIF) is a dedicated commercial fund targeting critical infrastructure investment in Central and Eastern Europe (CEE).
3SIIF invests in energy, transport and digital infrastructure in European Union (EU) CEE member states where the demand for long-term commercial investment into national infrastructure is among the highest in the EU. The Three Seas Region is comprised of 12 EU CEE member states which border the Baltic, Adriatic and Black Seas. The Fund is cornerstoned by the Three Seas countries’ national development finance institutions, with total commitments at c.€1bn.

Amber is the investment adviser to 3SIIF and is responsible for origination, asset management and capital raising services.
Since March 2020, the Fund has made a number of investments: Cargounit, Poland’s largest locomotive leasing business; Enery, a renewable generation company with operations across Central and Eastern Europe; Greenergy, an Estonian data centre platform; BMF Port Burgas, a major port operator in Bulgaria and R.Power, a leading independent power producer active in solar PV and battery storage across the region.
Amber Fund Management Limited is authorised and regulated by the Financial Conduct Authority to act as the Investment Adviser of 3SIIF.

Amber was appointed as the fund manager to the Mayor of London’s Energy Efficiency Fund in 2018 by the Greater London Authority (GLA) with funds from the European Regional Development Fund. MEEF is the successor to LEEF and invests primarily in senior debt but can also provide mezzanine finance and equity to low-carbon projects within London.
