London Energy Efficiency Fund (LEEF)
The London Energy Efficiency Fund (LEEF) has invested nearly £90 million of capital and mobilised over £420 million of external finance in innovative low carbon projects across London.
The London Energy Efficiency Fund (LEEF) was established by the Mayor of London as the first dedicated Energy Efficiency fund in the UK. Amber was appointed as fund manager by the European Investment Bank on behalf of the Greater London Authority.
LEEF was established through the European Commission’s JESSICA initiative (Joint European Support for Sustainable Investment in City Areas), which allows funding from the European Regional Development Fund (ERDF) to be used as investment in revolving financial instruments.
The fund invested all its original capital by the end of 2015 and invested recycled capital up to August 2018.
The Mayor of London’s Energy Efficiency Fund (MEEF) has succeeded LEEF with £500 million available to be invested in low carbon projects between now and 31 May 2025 within London.
LEEF investments
LEEF investments include landmark buildings such as the Tate Modern extension and Salters Livery Hall, private sector developments such as the ESCO for Greenwich Peninsula, and public sector sponsored projects for Local Authorities and the NHS.

MEEF is the successor to LEEF and invests primarily in senior debt but can also provide mezzanine finance and equity to low-carbon projects within London.
