A large part of the Amber team’s success stems back to its inception in 1998, as a collection of strong in-house origination and advisory professionals focused on PPP. These strengths have run right through to the current day mix of regeneration, transmission and wider infrastructure specialists, as well as a continuing core dedicated to developing businesses around strategic infrastructure partnerships.

As a project sponsor, Amber assembles specialist teams to bid for the right to develop new public infrastructure projects. This frequently includes architects, construction contractors and facilities managers who are leading specialists in their fields.

Amber has exceptionally strong in-house financial, analytical, commercial, strategic, accounting, legal, asset management and project management skills. This enables it to bring together the best of these skills in order to develop the most compelling mix of design, construction, management and financing solutions to meet public sector client and private sector investor requirements.

The scope of activity covers cost and financial modeling, financial structuring, hedging, contract negotiation and transaction execution. The origination team within Amber and its predecessor have reached financial close on projects with a capital value of over £4.5bn including:

  • First firm to close pathfinder UK Offshore Transmission (OFTO) Projects
  • Originator for pathfinder projects meeting European development funding investment criteria
  • Largest German PPP in 2011 and first civil building PPP procured by the German Federal Government
  • Advised and completed acquisition from the UK Government of the largest secondary schools portfolio of over 105 schools
  • Advised on the largest Australian deal to close in 2011, Gold Coast Light Rail
  • Origination of pathfinder long-term government partnership agreements to exclusively develop new infrastructure (LIFT, WISP, Hub)
