The founding members of Amber have worked together since 2000. Their skills have been complemented by a growing team with a broad range of skills and backgrounds.

Our team structure

Our central team in London provides investment origination, asset management and fund management expertise and management support to the rest of the Amber Group. 

The head office is supported by offices in Edinburgh, Munich, Warsaw, Prague, New York, Baltimore, Sydney and Melbourne. These teams are strategically positioned to provide hands-on active management of our global investments and support international origination activities.

Gavin is one of the founding executives of Amber, having led the origination strategy of the firm since the Company’s inception in 2009. Over the past 20 years Gavin has built considerable experience leading the development and management of successful projects across the infrastructure spectrum including in the energy, accommodation, transport and utility sectors. 

Gavin is a member of Amber’s Executive and Investment Committees and sits as a Director on a number of company boards.  Gavin previously worked at Babcock & Brown and ABN AMRO Bank, having been educated at Warwick University.

Giles Frost

Giles was a co-founder of Amber Infrastructure in 2009. He has worked on project finance and infrastructure transactions for more than 25 years and has been involved in all aspects of origination, development, management, financing of and investment into infrastructure projects. Giles contributes to Government thinking on infrastructure development and is a regular speaker and writer on infrastructure-related matters.

Giles led the IPO of the FTSE 250-listed infrastructure investment company INPP in 2006 and is a Board Director. He qualified as a lawyer and studied law at Oxford University.

Alex Finch

Alex joined Amber Infrastructure shortly after the management buyout in 2009. He previously worked for KPMG advising clients on corporate listings, acquisitions and disposals, financial reporting, controls, processes and audit, with a focus on the provision of due diligence and accounting services to infrastructure clients, including the significant majority of secondary market PPP portfolios and U.K. airport transactions.

Alex has had overall responsibility for the finance function of the Group and Amber Infrastructure’s listed and unlisted funds. He oversees all financial and management reporting, tax, accounting and forecasting for the group. He is a member of the Amber Infrastructure Executive and Investment Committees.

Alex holds a BSc (Hons) in Economics and Accounting from Bristol University and is a member of the Institute of Chartered Accountants in England and Wales.

Amanda Woods

Amanda is a member of the Amber executive and investment committee and a board director on a number of company boards.  Amanda joined Amber Infrastructure in 2010 and has over 15 years’ experience in infrastructure investment.  She has broad experience in development, structuring, financing, advising and managing operations for infrastructure transactions.

Amanda has been involved in many of the transactions originated by Amber since she joined and with Gavin, she manages the origination and structuring activities of the c.30 originators within Amber. She is qualified as a solicitor , holding a prior senior position at Allen & Overy LLP in their Projects, Energy and Infrastructure group, after studying law and languages at Nottingham University.

Hugh Blaney

Hugh was a co-founder of Amber Infrastructure in 2009. Hugh is a member of the Amber Infrastructure Executive Credit Committee and has been involved in over 100 property, infrastructure and PPP transactions with a capital value in excess of £10bn.

He is a member of the investment advisory team of INPP and has considerable experience in originating and managing Infrastructure investments. Hugh was educated at Belvedere College and Trinity College Dublin BA(Mod) MSIS.

Michael Gregory

Michael joined Amber’s predecessor organisation in 2002. He is an Executive Director and has over 20 years' relevant experience in the PPP/PFI industry in the U.K.; specialising in management of project design, build and operations.

Michael has wide technical experience in both Construction and FM service elements of schemes and was responsible for the establishment of INPP (formerly Babcock & Brown Public Partnerships) and Amey's SPV management business, with particular focus on accommodation-based PPP/PFI projects.

Michael is responsible for the asset management side of Amber Infrastructure’s businesses. He holds a BSc (Hons) in Quantity Surveying, MSc in Construction Project Management and a Post Graduate Diploma in Law.

Tom O' Shaughnessy

Tom joined Amber’s predecessor organisation in 2007 and is one of Amber’s founder members. Tom moved to New York to head up Amber’s US activities in November 2018. Tom has experience across sectors including Corporate Banking, Insurance, Renewables, Energy and Infrastructure and has been responsible for closing transactions with an aggregate capital value over £5bn.

Prior to joining Amber Infrastructure, he worked in Project & Leveraged Finance and M&A advisory.  He is a Chartered Financial Analyst.
