The team comprises over 80 people with expertise in the financing, development, management and delivery of infrastructure projects. Our people share a common passion for infrastructure but come from a diverse range of professional backgrounds including investment banking, accountancy, legal, engineering, facilities management and public sector roles, and regeneration professions.

This diversity and range of perspectives provides strength to our business and the ability to deliver whole-life multi-disciplinary management solutions.

Our team consists of:

  • a central core team based in London providing asset and fund management expertise within the UK and origination and management support to the rest of the Amber group
  • a development and asset management team based in Sydney and Melbourne responsible for development and management activities in Australasia
  • a team in Munich responsible for development and management of our German business
  • a team in San Francisco responsible for the development and management of projects in North America

Giles Frost, CEO

Giles Frost

CEO

Giles is one of the founding directors of Amber Infrastructure. Prior to the management buyout, Giles was joint head of the European public infrastructure business unit at Babcock & Brown. He has worked on project finance and infrastructure transactions since 1992, and has been involved in the origination, development, management and investment in an extensive number of social infrastructure projects in the accommodation and transport sectors. Giles was instrumental in the creation of the specialist infrastructure investment company International Public Partnerships Limited, which is listed on the London Stock Exchange and he is a director and leads the investment advisory team. Giles qualified as a lawyer after studying law at Oxford.

Hugh Blaney

Hugh is also a founder and an executive director of Amber Infrastructure Group. Prior to this, he held posts in the capital markets group of GPA (arranging finance for aircraft acquisitions) and Babcock Brown where he was a founder member of the UK PPP and Infrastructure team. Hugh has been involved in over 50 property, infrastructure and PPP transactions with a capital value in excess of £5bn. He is a member of the investment advisory team of International Public Partnerships, and has considerable experience in originating and managing Infrastructure investments.Hugh was educated at Belvedere College and Trinity College Dublin BA(Mod) MSIS.

Michael Gregory

Head of Asset Management

Michael Gregory joined Amber Infrastructure in November 2002. He is an executive director and has over 15 years' relevant experience in the PPP/PFI industry in the UK; specialising in management of project design, build and operations. Michael's wide technical experience allows him to be equally at ease with the delivery of both Construction and FM service elements of schemes. He has been responsible for the establishment of both International Public Partnerships (formerly Babcock & Brown Public Partnerships) and Amey's SPV management business, with particular focus on accommodation based PPP/PFI projects. Michael is responsible for the asset management side of Amber’s businesses. He holds a BSc (Hons) in Quantity Surveying, MSc in Construction Project Management, a Post Graduate Diploma in Law and is also a Chartered Builder.

Alex Finch

Chief Finance Officer

Alex Finch joined Amber shortly after the management buyout in 2009. Prior to joining the business, Alex worked for KPMG gaining over 13 years of experience advising clients on corporate FTSE listings, corporate acquisitions and disposals, financial reporting, controls, processes and audit across a number of sectors. His particular focus over the last 9 years at KPMG, was on the provision of due diligence and accounting services to infrastructure clients, including the significant majority of secondary market PPP portfolio’s and UK airport transactions. Alex has overall responsibility for the finance function of Amber and the various listed and unlisted funds it operates. He holds a BSc (Hons) in Economics and Accounting from Bristol University and is a member of the Institute of Chartered Accountants in England and Wales.

Amanda Woods

Amanda Woods joined Amber in 2010. She has a legal background and was at Allen & Overy LLP for seven years within the Projects, Energy and Infrastructure Group.Her experience is extremely broad and spans infrastructure, PPP, energy, finance and M&A. Amanda works across the origination and asset management business units and has a particular focus on regulatory asset financings. Amanda has overall responsibility for the legal function within Amber. She is qualified as a solicitor after studying law and languages at Nottingham University.

Tom O'Shaughnessy

Tom O’Shaughnessy

Head of Treasury and Analytics

Tom O'Shaughnessy joined the team in 2007. He is a Chartered Financial Analyst and prior to joining Amber Infrastructure Group, worked for RBS in their Project Finance division. With a background in corporate banking, Tom has a wide range of experience across both leveraged and project finance transactions. Tom has worked on infrastructure and PPP projects with an aggregate capital value over £4bn: he has considerable experience in origination as well as financial structuring of a broad range of transactions. Tom has responsibility for the Amber analytical team. He has a degree in Economics from Birmingham University and is a CFA Charterholder.
