Amber as an infrastructure sponsor

As a project sponsor, Amber assembles specialist teams to develop new public infrastructure projects on behalf of government and government backed procurement processes.

Amber has exceptionally strong in-house financial, analytical, commercial, strategic and project management skills. Our expertise bidding greenfield projects distinguish us from others. Our integrated model allows us to bid on behalf of our funds, ensuring the projects we sponsor deliver for the stakeholders throughout the project term.

Our capabilities have led to us being the trusted partner to government under a number of frameworks including WISP, LIFT, Hub and JESSICA. 

Amber as infrastructure manager

The Amber team is currently providing management services in respect of more than 80 infrastructure projects in eight countries. In a significant majority of these projects, Amber team members were responsible for developing as project sponsor. As a result, the team has broad experience in a variety of PFI/PPP, LIFT, Hub, NPD, Quasi-regulated and regulated infrastructure structures across a wide range of sectors including schools, courts, police buildings, rail track and rolling stock, health buildings, leisure buildings, transmission assets, energy efficiency and urban regeneration developments.

Amber as fund manager

Amber, through Amber Fund Management, provides fund management services to:

  • International Public Partnerships Limited (INPP), a London Stock Exchange registered investment fund company. INPP was established by the Amber team in 2006, in response to the lack of opportunity for retail investors to invest in community infrastructure projects and take advantage of the growth of the infrastructure investment market. The initial portfolio was developed by the Amber team while at Babcock & Brown, and the team has provided management services to the fund ever since.

  • London Energy Efficiency Fund (LEEF). LEEF has brought together £100m of ERDF/EIB and private sector funding for the provision of affordable, flexible, repayable loans aimed at helping London’s public sector organisations to reduce energy consumption and their carbon footprint. Amber was appointed Fund Manager in an open public tender process that concluded in 2011.

  • Scottish Partnership for Regeneration in Urban Centres (SPRUCE). The SPRUCE JESSICA (Joint European Support for Sustainable Investment in City Areas) fund brings together Scottish Government resources with funding from the RBS and European Commission's European Regional Development Fund (ERDF) via the EIB to support regeneration and economic development in Scotland's most deprived urban areas. A consortium led by Amber was appointed in an open public tender process that concluded in 2011.
